Included table dated 1961, settled sewage analytical results and letter from D W Ryan, President of the Jersey Hotel & Guest House Association to the Bailiff regarding the issue. 1960 - 1961 D/AP/U/148 Petition to Lieutenant-Governor Major-General E H Willis CB CMG, Reginal Malet de Carteret, Seigneur of St Ouen's and the members of the States of Jersey regarding the shortage of suitable houses for the accommodation of workers. 1930 D/AP/U/149 Petition to the Bailiff and Members of the States of Jersey relating to the Insular Insurance (Jersey) Law 1950 presented to the States of Jersey by Deputy J J Le Marquand of St Ouen on 24/08/1951. The petition states, 'We, the undersigned Islanders, desire to bring to the notice of the States our strong opposition to the Insular Insurance Law decreed to come into force on the appointed day, 10th September 1951, and this for the following reasons. 1. We consider the said Law to be a violation of our individual freedom. 2. We consider the said Law to be contrary to the best interests of the Island population as a whole. 3. We consider such a Law is bound to have the effect of further increasing the cost of living. 4. We do not consider the said Law as giving the Islanders any reasonable degree of security. And we further pray the Assembly to defer the appointed day for the coming into force of such a Law.' Includes 12, 207 signatures. 1950 - 1951 D/AP/U/150 Petition to the States Assembly asking for a comprehensive health service in the Island to be created, presented to the States by George Charles Holmes Le Cocq, Deputy of St Helier on 05/10/1955. The petition states, 'We, Your Petitioners, being citizens of Jersey, ask you to give favourable consideration to our wish that there should be a comprehensive Health Service in our island paid for out of taxation. This on the grounds of the frequent hardship suffered by many amongst us who, falling ill or needing medical attention, are faced with expenditure causing many cases of financial distress; and on the grounds that such a service is already provided to some extent to non-residents under reciprocal arrangements, and so placing residents in a position of enjoying inferior rights in their own place of domicile. Further that you should also consider urgently the raising by a substantial amount of the various benefits paid under the Insular Insurance Law on the same gounds of hardship caused by the present scale of payment.' 1955 D/AP/U/151 Petition to the States Assembly on the Loi (1912) Sur L'Instruction Primaire presented to the States by Deputy J Le Marquand of St Helier on 17/01/1956. The petition states that after the objections of the Catholic Church relating to the Law on Primary Instruction in 1912 meaning publicly funded denominational schools could no longer exist, 'We, Your Petitioners, submit that it would be possible to meet, in some measure, the conscientious demands of the Catholic community by the following:- 1. So to re-group certain of the Infant and Junior children attending States Primary Schools in St Helier and St Saviour that the school buildings owned by the Catholic body in St Helier (and since 1912 used without payment or compensation to the owners by the Education Committee) should be used as a mixed Infants School in the case of Val Plaisant School, and a mixed Junior School in the case of Vauxhall School; both Schools to be for Catholic children and to be conducted by the States of Jersey as denominational schools. 2. Parents of Catholic children over the age of eleven be given the option of sending their children to one of the existing Catholic Private Schools, the conditions and cost of this concession to be the subject of negotiation between the States of Jersey and the Governing Bodies of the Schools concerned.' 1956 D/AP/U/152 Petition to the States Assembly on the proposal to fluoridate the piped water supply of the Island, brought by Senator J J Le Marquand. The petition states, 'That your Petitioners view with grave concern the implementation of the Public Health Committee's proposal to fluoridate the piped water supply of the Island, in that, (a) Whilst appreciating the object in view, ie, the preservation of childrens teeth-such preservation can be effected in an equally satisfactory manner by various other human means, with the co-operation of the parebts of such children. (b) Whereas assurances of comparative safety in the fluoridation of water have been given. Such assurances are viewed with extreme doubt. Taking into consideration the possibility of human error and the completely conflicting world medical opinion on the question of the absorbtion of poisonous fluoride. (c) That such a policy as is envisaged in the Public Health Committee's proposal is forcing every user of piped water in the Island to absorb this poison even in minute quantities, involves a policy of compulsory Medication and is a direct inviolation of the Freedom of the individual.' Includes 5,255 signatures. 1967 D/AP/U/153 Petition to the States Assembly on the siting of Grands Vaux School presented to the States by Deputy N Le Brocq. The petition states, 'That children due to attend the Grands Vaux Primary School are endangered by its position at the foot of the Grands Vaux dam, which could be breached by a severe earth tremor at any time and thus engulf the school; that a landslip could cause large quantities of water to pour over the dam and flood the school; that the children could scale the very inadequate fencing round the reservoir and play on the dam or on the banks of the reservoir and could fall in and drown. That parents who withhold their children from the school for fear of prosecution, or could suffer such prosecution by the education authority if they did not comply. And accordingly yor petitioners pray: That there be no compulsion to send children to the school when parents hold such fears, and that no prosecutions be made; That temporary accommodation be provided in other existing schools, and free transport be provided by the education authority for the children's safe travel to school and back; That a new school be provided on a safe site.' 1967 D/AP/U/154 Petition to the States Assembly on the pedestrian crossings on Victoria Road and Don Road presented to the States by J P V Falle, Deputy of St Saviour on 09/04/1968. The petition states, 'The traffic danger on Victoria Road, Plat Douet Road and Don Road, particularly to school children travelling to and from St Luke's School and Plat Douet School is growing continuously and has recently resulted in the death of one child and in injuries to four others, and accordingly your Petitioners pray that pedestrian crossings be installed immediately in the vicinity of the Plat Douet school exit, at the western end of Grasett Park on Victoria Road, and on Don Road near the junction with James Road and your Petitioners as in duty bound will ever pray.' 1968 D/AP/U/155 Petition sent to Senator J Ellis, President of the Defence Committee by the Jersey Taxi Drivers' Association requesting an exemption for taxi and private hire drivers from wearing seat belts at any time. Includes 208 signatures. 1984 D/AP/U/156 Petition to the States Assembly against the building of further dwellings at Le Marais Estate presented to the States by Deputy L Norman of St Clement. Petition states, 'The humble petition of the residents of Le Marais Estate situated in the Parish of St Clement, other residents of the Parish of St Clement and others shews that the residents of Le Marais Estate and its environs will be severely disadvantaged by loss of amenities and suffer a reduction in their quality of life as a result of the provision of any further dwelling units on Le Marais Estate, particularly as shown on drawing number 3339/1, and further that all ratepayers of the Parish of St Clement are likely to be financially penalized by the provision of further States Rental dwelling units at Le Marais Estate and other places in the Parish and accordingly your petitioners pray that no further dwellings be built or otherwise provided at Le Marais Estate situated in the Parish of St Clement and your petitioners as in duty bound will ever pray.' 1985 D/AP/U/157 Petition to the States Assembly relating to the management of public water supply presented to the States on 19/11/1985 by Senator R J Shenton including opposition to the plan to flood Queen's Valley by the Jersey New Waterworks Company Limited to form a reservoir. Includes 11,876 signatures of which 759 are under voting age. 1985 D/AP/U/158 Petition to the States Assembly relating to Springfield presented to the States by Deputy P A Bailhache as P110/1991. Petition states, 'The humble petition of Alfred Moignard and others, inhabitants of Jersey, shews that Springfield which has been the Headquarters of Jersey Football since the first Muratti final was played there in 1905 as well as hosting numerous other events, ie Battle of Flowers, Cattle Shows, Gymkhanas, Exhibitions, Boxing, Bingo, Darts, Table Tennis and Theatre Shows should be saved and kept for sport and accordingly your petitioners pray that the Island Development Committee be directed to prepare for the approval of the States a development plan for Springfield for a mixed development of sport, in particular football, and category 'A' housing, with road improvements at the Robin Hood junction, and your petitioners as in duty bound will ever pray.' 1991 D/AP/U/159 Petition to the States Assembly relating to the housing strategy for the 1990s presented to the States by Senator C Stein as P172/1991 on 05/11/1991. Petition states, 'The humble petition of the Jersey States Tenant Action Group show that the implementation of the proposals contained in paragraphs 6.67, 6.68, 6.84, and 6.85 of the housing committees report entitled ''Housing Strategy for the 90s'' (p 142/1991) will cause complete hardship to a large number of tenants. Petition states, 'The humble petition of residents in the neighbourhood of Red Houses shews objection to the Island Development Committee planning permission for Le Riches Stores Limited to demolish two bungalows, cut down the row of tall oak trees and build a two storey car park development.' 1993 D/AP/U/161 Petition to the States Assembly relating to the legislation on illegal animal traps presented to the States by Senator N L Queree as P47/1993. Petition states, 'The humble petition of Mrs Murphy, Director of Jersey Animal Aid, Mr Blampied, President of the JSPCA and Mrs Crone, President Jersey Feline Friends, shews that there have been recent incidents of animals being seriously injured through the use of traps which are illegal under the Animals (Trapping) (Jersey) Law 1961 and accordingly your petitioners pray that: Article 7 of the law be amended so that a person guilty of an offence shall be liable to a fine not exceeding £500 or, if he has previously been convicted of such an offence, to a fine not exceeding £1,000; and that because your petitioners concern is for the welfare of animals rather than simply the punishment of offenders. The Committee of Agriculture and Fisheries be requested; to provide information leaflets explaining the law, with appropriate translations, which would be freely available; to put up signs, at places and at times that trapping may be carried out, to ensure that those involved are made aware of all the provisions of the law; The Connétables be requested to assist with the distribution of information within their Parishes; The Committee of Agriculture and Fisheries consider, with the relevant Authorities, whether an amnesty to allow the surrender of illegal traps would be worthwhile, and if so make a request to the Attorney General; and your petitioners as in duty bound will every pray.' 1993 D/AP/U/162 Petition to the States Assembly relating to an agricultural nuisance in Maufant presented to the States by Senator Senator R J Shenton as P36/1993. Petition states, 'The humble petition of residents of Maufant situated in the Parishes of St Saviour and St Martin shews that smells from a recently established agricultural unit are injurious to health and quite intolerable and have seriously eroded the quality of life of your petitioners. The authorities appear to have disregarded your petitioners repeated requests to remedy the situation, such as introducing necessary conditions to regulate the size or mode of operation of such units or by applying the States 'bad neighbour' policy to relocate the unit to a more suitable situation. Accordingly your petitioners pray that the Agriculture and Fisheries Committee be directed to take appropriate action to remedy the nuisance without undue delay. Petition states, 'The humble petition of residents of Maufant situated in the Parish of St Martin, shews that the proposed location of a new packing shed to be constructed by Fairview Farm Limited, approximately 40 Metres from dwellings will create a nuisance affecting the quality of life of nearby residents and be contrary to the States 'bad neighbour' policy. According your petitioners pray that the Island Development Committee be requested to take appropriate action to ensure that the construction of the proposed shed takes place no closer than existing buildings. Petition states, 'The humble petition of residents of the Island of Jersey shews objection to the foreshore of Havre des Pas, St Helier, being subject to further land reclamation or development. We make appeal to the States of Jersey to take the appropriate action to protect the foreshore at Havre des Pas. In particular, we wish the central causeway and associated rock group, known as 'The Three Sisters' to be made a protected marine conservation area. We make appeal to the States of Jersey to ensure that a marina is not constructed at Havre des Pas, nor further breakwaters or infill schemes. Also we appeal to the Island Development Committee, the Public Services Committee and the Waterfront Enterprise Board not to proceed with further phases of land reclamation to the south and east of La Collette, St Helier. And accordingly your petitioners pray that the States of Jersey will agree, as a matter of general policy, that further plans for land reclamation and/or development to the south and south east of La Collette, St Helier, including the central causeway and associated rock group known as 'The Three Sisters', should not be approved and to request the Island Development Committee to designate the area as a site of special interest under Article 9 of the Planning (Jersey) Law 1964, as amended.' Petition states, 'The humble petition of your undersigned petitioners showeth that your undersigned petitioners call upon the States of Jersey to legislate to make it compulsory for seat belts, not lapstraps, to be fitted in all school buses and vehicles used to transport children to and from their schools and on school trips.' 1994 D/AP/U/166 Petition to the States Assembly relating to nuclear shipments presented to the States Assembly by Senator Stuart Syvret as P102/1995. Petition states, 'The humble petition of the Concerned People of Jersey shews that we are concerned about the safety of shipments of Nuclear Material into and out of Cap de la Hague, due to the lack of information proving to us that such shipments pose no threat to the health or livelihoods of the inhabitants of the Channel Islands. Petition states, 'The humble petition of the undersigned residents of Jersey prays the States to refuse permission for the building of a casino at Fort Regent, believing that it would not be in the best interest of the Island, and that the Fort could be used for something of greater benefit to residents and visitors alike.' 1996 D/AP/U/168 Petition to the States Assembly regarding the culling of gulls presented to the States Assembly by Senator N L Quérée as P238/1996. Petition states, 'Jersey Animal Rights Association, Jersey Society for the Prevention of Cruelty to Animals, Quality of Life Animal Sanctuary, Rescued Animals Home shews that there is currently insufficient information to warrant the culling of gulls and accordingly your petitioners pray that a public campaign to reduce the availability of food and nest sites in the town area, together with a programme of measures, including pricking of eggs and the removal of nests, should continue for a period of five years; and that, only after due consideration of the impact of that campaign and programme, should the States consider the culling of gulls, because there is, at this time, no clear evidence that culling will provide a long term solution to the problems of gulls within the town and your petitioners as in duty bound will ever pray.' 1996 D/AP/U/169 Petition to the States Assembly against the relocation of Jersey College for Girls to Mont Millais presented to the States Assembly by Deputy I S Nicholls as P7/1997. Includes 1,592 signatures. 1997 D/AP/U/170 Petition to the States Assembly against the building of a supermarket on Fields 24-27, South of Airport, St Brelade presented to the States Assembly by the Constable of St Peter as P25/1997. Petition states, 'The humble petition of the inhabitants of the Island of Jersey shews objection to proposals made to the Harbours and Airport Committee to construct a supermarket on Fields numbered 24, 25, 26 and 27 south of the Airport.' 1997 D/AP/U/171 Petition to the States Assembly relating to mains drains presented to the States Assembly by Deputy F J Hill as P108/1997. Petition states, 'The humble petition of Lady Brownlow and the undersigned petitioners shews that there are approximately 18 per cent of properties in Jersey not connected to mains drains. Many areas of the Island have been identified by the Sewer Working Party as having a serious need for public sewers to be provided, to avoid health hazards and risks of pollution. In recent years, requests of the Public Services Committee for funds for foul sewer extensions have not been met in full, and this has resulted in a slowing of the programme of sewer construction to serve the areas which are experiencing drainage problems. These problems are likely to increase in severity with time, as septic tank and soakaway systems break down, thus increasing the risk of pollution. Your petitioners make appeal to the States of Jersey to take urgent action to alleviate the hardship and health hazard caused by properties not being connected to main drains. Accordingly, your petitioners pray that the States of Jersey will make available to the Public Services Committee sufficient funds to enable work to proceed with the minimum of delay to connect all properties to mains drains.' 1997 D/AP/U/172 Petition to the States Assembly relating to the car park at Le Riches Stores Limited, Red Houses, St Brelade presented to the States Assembly by Deputy M E Vibert as P129/1997. Petition states, 'The humble petition of residents in the neighbourhood of Red Houses shows objection to the planning permission given to Le Riches Stores Limited to demolish two bungalows and extend a single ground level car park on to the sites thereof.' 1997 D/AP/U/173 Petition to the States Assembly relating to pedestrian safety on Victoria Avenue presented to the States Assembly by Senator P Bailhache as P206/1998. Petition states, 'The humble petition of the family and friends of the late Christopher Cauvain and the public of Jersey shews that the recent tragic accident on Victoria Avenue demonstrates that inadequate provisions exist for the safety of pedestrians seeking to cross Victoria Avenue. Petition states, 'The humble petition of Mr Tony Sartin and other residents of the Island of Jersey, shews 1. That over a considerable number of years, people in Jersey who have experienced serious illness have benefited from expert care and treatment at Southampton Hospital 2. That the relative proximity of the Hospital to connecting ports and airports from Jersey and the readier availability in the area of family-type accommodation at a reasonable price has been of great assistance and comfort to patients, their families and friends 3. That patients, their families and friends and former patients are fearful of any intention on the part of the Health and Social Services Committee to diminish in any way, or discontinue, the Island's long-standing relationship with Southampton Hospital. And accordingly your petitioners pray that the Health and Social Services Committee will consult widely with the public of the Island, and take their views into consideration, before taking any decision which could adversely affect Jersey's longstanding relationship with Southampton Hospital.' 1999 D/AP/U/175 Petition to the States Assembly relating to shops Sunday trading presented to the States Assembly by the Constable of St Lawrence as P137/1999. Petition states, 'I believe food shops other than small corner shops should be allowed to open on Sundays. If food shops over 2,000sq feet in St Helier and 3,000sq feet in other Parishes, are forced to close on Sunday with being over either of these sizes, that this will restrict Consumers Freedom of Choice, force consumers to pay higher prices for their food shopping, whilst restricting their choice of products, and prevent the consumer from shopping when it is convenient.' 1999 D/AP/U/176 Petition to the States Assembly relating to the building of a hotel at the Waterfront presented to the States Assembly by Senator Stuart Syvret as P65/2000. Petition states, 'The humble petition of Christopher John Blackstone and residents of the Island of Jersey shews objection to the hotel to be proposed to be built on the St Helier Waterfront, for which approval has already been granted by the Planning and Environment Committee, on the grounds that it is detrimental to the waterfront environment, due to its size in relation to surrounding buildings, is aesthetically unattractive in design and is of doubtful financial viability in the light of Jersey's declining tourist industry and the detrimental effect it will have on existing hotels. And accordingly your petitioners pray that a) the Policy and Resources Committee will instruct the Waterfront Enterprise Board Limited to cease all negotiations concerning the lease for the land on which it is proposed that the St Helier Waterfront Hotel be constructed; and b) that the Planning and Environment Committee will establish guidelines and an overall cohesive plan for the St Helier Waterfront, the Island site and for the Weighbridge area before any further development in those areas is approved.' 2000 D/AP/U/177 Petition to the States Assembly relating to restrictions on the sale of fireworks presented to the States Assembly by Deputy J Dorey as P25/2001. Petition states, 'The humble petition of the residents of the Island of Jersey shews that the sale of fireworks to the general public is a cause of disturbance to many, especially the elderly and domestic pets, for a period of several weeks every year, as well as being an unnecessary safety hazard; And accordingly your petitioners pray that all necessary steps be taken to restrict the sale of fireworks to suitably qualified and accredited persons organising public fireworks displays.' 2001 D/AP/U/178 Petition to the States Assembly relating to Field 571, La Rue du Puits Mahaut, Grouville presented to the States Assembly by the Deputy of Grouville as P147/2005. Petition states, 'The humble petition of certain of the residents of Grouville shows that the area of land titled Field 571, Rue du Puits Mahaut which is to be used as a Shellfish Processing Unit and staffing quarters for Jersey Oyster Company Ltd, is a rural part of the Island within the countryside zoning and its proposed use is totally inappropriate for this specific site. It is considered that the development will have a serious detrimental impact on the character and quality of the surrounding countryside, and could have an unreasonable impact on the local environment by way of noise, traffic, odour and other pollution. Accordingly your petitioners pray that the land titled as Field 571 will remain as designated under the Island Plan 2002.'
