Describes incident whereby Witness 171 removed his clothing, commenting on action of Mr Gough in response to the incident. Includes comments about Witness 171's behaviour and attitude in comparison to his brother. Refers to the notes of a Case Conference on Witness 171's family held on 15 November 1966 relating to efforts to find a suitable foster home or Family Group Home for Witness 171 and his siblings.
