| Scope and Content | Areas of Responsibility in relation to children resident at Haut de la Garenne. Refers to a disagreement between [Jim] Thomson and [Child Care Officer] Mr [David] Castledine regarding an individual and part-time employment. Refers to the Superintendent's appointment to Haut de la Garenne directly by the Education Committee, and the Superintendent's responsibility for the administration, control, and running of Haut de la Garenne. Notes that the Superintendent and other Haut de la Garenne staff are answerable to the Children's Officer or Deputy to the Children's Officer, with the right to appeal to the Director of Education. Notes that child care matters are dealt with in liason with Child Care Staff, the Senior Child Care Officer responsible, and Civil Servants. Refes to admissions, discharges, transfers, foster placements, adoption placements, and Court reports. Refers to matters of internal staffing, organisation, placement of children and discipline as the responsibilites of the Superintendent. Refers to the agreement of SCCOs [Senior Child Care Officers] and CCOs [Child Care Officers] in matters of overnight leave for children. Notes that part time employment and casual employment also lie in the Superintendent's area of discretion, whilst full time employment remains a joint matter for the Superintendent and Child Care Staff. Refers to Haut de la Garenne's function as a facility for short stay, intermediate, and long stay care for children up to the age of 16 years old.
