Details deterioration in the behaviour of one resident, mentioning verbal and physical abuse to carers, and dangers posed to other children. Refers to a consultant from England, and a clinical assessment to take place in the New Year. Refers to relief provided by the Children's Service, and states that a transfer to Heathfield [Children's Home] would be inappropriate, recommending instead a foster placement where no other children are present.
