Scope and Content Describes the task of the Children's Department, providing details about the duties of the Children's Officer and approximate number of children in Jersey involved in each category at the time of the inspection. Refers to the supervision of boarded-out children, supervision of children's homes and the crèche, inspection of private arrangements for boarded-out children, adoption casework, supervision of children beyond legal responsibility but needing personal help and guidance and miscellaneous social work resulting from requests for advice from schools, parents, parishes and other official departments. Includes comments about the importance of miscelleaneous social work and comments about the standard of casework and service provided by the Children's Officer, her Assistant and three Child Care Officers. Highlights and analyses means which might lessen pressure on the Children's Department, referring to preventative work, supervision of children in foster homes and children's homes, planning, staff, residential provision and health and safety. Outlines conclusion and recommendations, including: the appointment of an officer responsible for the direction and co-ordination of preventative work and periodical scrutiny of this work; ensuring the Children's Office be free of a routine caseload in order to develop planning and co-ordinating role; reduction of the caseload of the Assistant Children's Officer to exercise oversight of administrative aspects; regular supervision by a senior officer of casework undertaken by Child Care Officers; periodic reviews of the children's welfare and progress; appointment of additonal Child Care Officers and additional clerical help; development of systematic supervision and casework consultation in respect of children in Family Group Homes; clerical support for the Superintendent of Haut de la Garenne; and examination of matters relating to the health and safety of children in care.
