Scope and Content • Observation Conference Report on Witness 167. Signed by the Children's Officer. Refers to a letter received from a Children's Department stating that there was no hope of the Witness 167 [and her sibling] returning to their mother. Includes remarks about [Witness 167's mother], referring to her receipt of relief rates, infrequent visits to her children and lack of contributions by the parents of the children. Notes consensus that Witness 167 and her sibling should not be moved, noting discussion of possibility of a care and protection order. Notes recommendations that there must be no move for the children and that [Witness 167's mother] be encouraged to find employment and visit the children. • Home Circumstances Report on Witness 167. Includes details about Witness 167 including year of birth, listing admission to care on 19 January 1967 due to mother's inability to provide a home. Provides a full history about Witness 167, referring to birth at the Jersey Maternity Hospital, placement with foster parents pending adoption before her mother changed her mind and stated that she wished to make a home for Witness 167 [and her sibling].
