Sets out details of an investigation undertaken by him into allegations against David Powell and Paul Romeril involving the sexual abuse of a young male, referring to text messages recovered from Romeril's phone which mentioned John de la Haye. Recalls brining the involvement of de la Haye to the attention of Detective Sergeant Louis Beghin but lack of evidence to justify the arrest of de la Haye. Provides details of action time taken in relation to investigating the de la Haye reference, referring to involvement of Detective Inspector Alison Fossey in the investigation. Includes remarks about advice received in respect of the de la Haye investigation. Refers to a prior investigation conducted into allegations of sexual abuse against Thomas Hamon and approach made to Detective Inspector Peter Hewlett with a view of instituting a large scale investigation into allegations of historical child abuse at Haut de la Garenne .
