Scope and Content	Refers to organisation of a meeting between [Ian] Le Marquand, Senator [Stuart] Syvret, Senator [Mike] Vibert, and Senator Wendy Kinnard regarding recommendations of Dr [Kathie] Bull's final report of December 2002, mentioning the establishment of a tariff of offending behaviour. Comments on [Ian] Le Marquand's intention to form a small focus group to provide improved guidance to Centeniers regarding cases to be heard at Parish Hall Enquiries or in the Youth Court, and a sentencing policy for the Youth Court. Discusses potential revision of legislation regarding young offenders. Discusses lack of adequate provision of accommodation for young offenders, and action underway in order to attempt to find a solution of the problem.
