Scope and Content | 1. Part B of Minutes of the 58th Meeting of the Council of Ministers on 23 August 2007. B1: Discusses allegations made by Senator S Syvret regarding failures and anomalies in child protection services in Jersey, particularly with respect to allegations that children admitted to the Greenfields Centre had been subjected to periods of confinement in contravention of their human rights. Refers to the Grand Prix Scheme at Les Chênes Residential School and Greenfields Centre and reports on the matters. B2: Discusses the possible dismissal of Senator Stuart Syvret from the office of Minister for Health and Social Services in respect of his conduct, referring to Senator Syvret's decision to dismiss Mrs I Le Feuvre from the position of Chair of the Jersey Child Protection Committee and breaches of data protection principles. Notes agreement that Senator Syvret be afforded an opportunity to be head by other MInisters and a proposition seeking the dismissal of Senator Syvret be lodged, noting endorsement of the proposition by the Council and invitation to the Chief MInister to lodge the proposition. 2. Part of Minutes of the 59th Meeting of the Council of Ministers on 6 September 2007. A2: Discusses an inquiry into Child protection servces concerning standards, structures, and performance. Refers to allegations made by Stuart Syvret, the dismissal of Iris Le Feuvre from the post of Chairman of the Child Protection Committee, and the appointment of Professor June Thoburn to the post of Chairman of the Child Protection Committee. Notes meeting of Council with Andrew Williamson, noting qualifications held by Andrew Williamson to lead a independent inquiry. 3. Part B of Minutes of the 59th Meeting of the Council of Ministers on 6 September 2007. B1: Notes proposition lodged by the Chief Minister [Frank Walker] calling for the dismissal of Senator Stuart Syvret from the Office of Minister of Health and Social Services, and proposition lodged by Senator Stuart Syvret regarding a Vote of Confidence in the Minister for Health and Social Services. B2: Refers to consideration of an independent inquiry into the standards, structure, and performance of child protection services in Jersey. Discusses action to be taken against an individuals deemed to have acted in a negligent, collusive, or abuse manner as identified by the Inquiry. B3: Notes difficulty establishing a way forward on a matter discussed during a meeting of the Chief Minister [Frank Walker] and Senator Stuart Syvret. 4. Part A of Minutes of the 62th Meeting of the Council of Ministers on 4 October 2007. A1: Discusses Minutes circulated and confirmed. A2: Refers to an update on the proposed inquiry into Child Protection Services on Jersey, mentioning Chairman of the Child Protection Committee Professor June Thoburn, former Chairman Iris Le Feuvre, and [Home Affairs Minister] Wendy Kinnard.
