Scope and Content Refers to his experience of working in a number of children's homes prior to 1997 and describes moving to Jersey to live with someone he met at university, recalling difficulty acquiring housing qualification. Details experience of working at Heathfield Children's Home for a period of 18 months, commenting on the running of the home during his time there. Refers to his successful application to work at La Préférence Children's Home in 1999, recalling the capacity of La Préférence and remarks about the motivation of children and staff upon his arrival. Recalls action taken to tackle the problem of children absconding. Includes remarks about increased admissions to La Préférence by 2002/2003, stating that children being admitted should have been on remand, remarking on lack of behavioural management over the children and comments about La Préférence being over capacity. Details child protection concerns for young children and recalls falling out with Phil Dennett and Danny Wherry over the financial situation. Recalls doing some work at Les Chênes during the latter part of his time at La Préférence, recalling the appointment of an individual at Les Chênes during this period. Recalls taking a career break for three-and-a-half months before being offered and accepting social work training upon his return, noting placements in Wales and child protection training in Jersey. Describes moving to work full-time at Les Chênes in 2002, commenting on the potential of staff members. Includes comments about the atittude of the Magistrates with regards to remanding children and comments about the use of the secure unit. Recalls changes to the staffing set up and shift system at Les Chênes in 2003 following a riot that led to the involvement of the police. Recalls complaining about the condition of the unit, particularly in relation to the safety of children on remand, noting lack of structure and medical procedures. Recalls having to restrain children, remarking on their behaviour, and comments about a new regime. Refers to completed a course in restraint techniques known as TCI [Therapeutic Crisis Intervention] in 2000, recalling training sessions with a number of staff. Recalls visit by Kathy [Kathie] Bull and remarks by her about there having been improvements to the unit since her previous visit, particularly in relaiton to the atmosphere. Recalls addressing concerns regarding the situation at Les Chênes with Phil Dennett, Michael Cutland and Danny Wherry in October 2003, noting pressure due to the number of children on remand. Refers to comments by Michael Cutland about the standard of the service and including comments about the plans for the new Greenfields Secure Unit. States that he never witnessed any physical assaults on any child by a member of staff, recollections of a quiet time for children and states to have no recollection of a male individual making any complaint of psychological abuse to him. Includes recollections of this individual, recalling that he had substance abuse problems. States that a number of young people have disclosed allegations of physical and/or sexual abuse to him, stating that he has always passed this informaiton onto the Child Protection Team. Also states that he never disposed of any official files or books relating to Les Chênes.
