Scope and Content Includes a background outlining recommendations as to future provision in respect of a framework for partnership and code of practice contained in a review of services undertaken in 2002 into children with Social, Emotional and Behavioural Difficulties. Includes a framework showing the structure of such a provision, showing the Corporate Parent, Children's Executive, a Co-ordinator of SEBD Services and a Management Board. Part One - A Framework for Partnership: Role, Responsibilities and Duties. Describes the composition of the Children's Executive, details of the role of Children's Executive members, outlines support for the Children's Executive, details responsibilities and duties of the Children's Executive and provides details of the constitution of the Children's Executive. Part Two - Partnership with the Co-ordinator. Sets out details relating to the division of responsibilities and effective partnerships. Part Three - Code of Practice for the Delivery of SEBD Services. Outlines the Code of Practice in relation to the Children's Executive, general principles, details of the roles of the Chair, Co-ordinator and the Clerk, planning and convening meetings and the conduct of business, complaints, distribution and review. Part Four - Reporting to the Children's Executive. Describes the duty of the Co-ordinator, outlines the need to report and provides details regarding the means of reporting, the content of reports, the presentation of reports and items to report to the Governing Body.
