Scope and Content • Act No B4 of the 3rd Meeting of the Health and Social Services Committee on 5 March 2003. Signed on 2 April 2003. Details discussion with Dr K Bull about the findings set out in her report on provision for children and young people with emotional and behavioural difficulties and disorders, including remarks about local press coverage of the report and discussion of recommendations concerning matters such as the establishment of a Children's Executive, responsibilities of the Children's Service, exclusion from school, the establishment of a professional fostering service, use of an assessment framework, training of care staff and reconfiguration of existing services. • Act No A9 of the 5th Meeting of the Health and Social Services Committee on 2 April 2003. Details comments and recommendations of Mr M Gafoor, Director of the Alcohol and Drugs Service, regarding the comments and recommendations of the Kathie Bull Report in respect of substance abuse. • Act No A18 of the 5th Meeting of the Health and Social Services Committee on 2 April 2003. Relates to a report dated 28 March 2003 regarding the current state of children's homes in Jersey and the implications of the recommendations made by Dr Bull in her report, particularly in respect of proposals regarding: the development of a professional fostering service, the development of more comprehensive night cover arrangements, and the development of training for all residential staff. • Act No B1 of the 5th Meeting of the Health and Social Services Committee on 2 April 2003. Notes concerns expressed by Deputy F J Hill about the Health and Social Services Committee having not been briefed in advance regarding the criticisms of the service made by Dr Bull in her report. Notes agreement to hold a strategic planning meeting to examine how the organisation was responding through management change to competing agendas. • Act No A14 of the 6th Meeting of the Health and Social Services Committee on 7 May 2003. Notes endorsement of a proposed managed network structure and timetable for change including a Board, Policy Group, Consultative Forum and Executive Team as outlined in a report prepared by Mr S Harvey, Assistant Director, Public Health Services concerning a proposed development of a managed network approach towards integrated services for children in Jersey. Refers to a structure proposed by Dr Bull in her report.
