Scope and Content • Ex-Bailiff defends decision to drop child abuse charges. Relates to comments made by former Bailiff Sir Michael Birt in his evidence to the Independent Jersey Care Inquiry defending his decision in 1998 as Attorney General to drop charges against Alan and Jane Maguire in relation to the physical abuse of children. Includes details of the allegations against the Maguires and comments by Sir Michael about his decision to drop the charges, citing insufficient probability of successful conviction, and denies allegations of corruption and cover-ups in the legal system. Also refers to conclusions of Nicholas Griffin QC in his review of the Maguire case, legal advice and comments on the case from Ian Christmas. • Children's Services: 'Decade of failings'. Relates to comments made by former social worker Marnie Baudains in her evidence to the Independent Jersey Care Inquiry stating that children and families under long-term social care were failed for more than a decade and that Social Services' policies and procedures fell below UK standards throughout her career. Refers a Serious Case Review of Children's Services undertaken in 2010 and comments by Ms Baudains responding to the findings of the report.
