Report of a review of residential child care in England carried out between May and July 1991 occasioned by public concern about standards and practices in residential child care following the publication of the report of the Staffordshire Child Care Inquiry in 1990. Includes chapters on: an introduction to the review; residential child care; the welfare of children; the management of the residential child care system; resources available for the provision of residential child care; the immediate future of residential child care in England; and a list of conclusions and recommendations of the review.
