Scope and Content

Seeks legal opinion on the issue of whether overall administrative control of the Loi sur la Protection de l'Enfance 1940 lies with the Public Health Committee or the Constable of St Helier. Dr McKinstry expresses dissatisfaction with the way in which the provisions of the Loi were being executed by the Constable, and makes clear that he feels that the Public Health Committee is responsible for the Loi.
