Scope and Content

Provides evidence about the history and development of Jersey legislation relating to children and child care, from 1945 to 2014. Includes information relating to Richard Whitehead's background as a legal professional in Jersey; a description of the different types of legislation in Jersey; a history of child care legislation in force in Jersey in 1945; and a history of child care legislation introduced after 1945. Also includes answers to various specific questions asked of Richard Whitehead by the Counsel to the Independent Jersey Care Inquiry thought relevent to the task of the Inquiry. Appendices attached include: a list of Jersey legislation relating to children and child care dated between 1935 and 2013; a list of presidents of the Policy Advisory Committee 1973-1987 and Policy and Resources Committee 1989-2005 and Chief Ministers 2005-2014; and a list of the Bailiffs of Jersey from 1277 to 2014.
