Relates to Witness 28 and his recent instances of misbehaviour, including fighting with another resident, and breaking a window. Asks Haut de la Garenne Deputy Superintendent Allan Gilbert to take a personal interest in Witness 28, and reports that although Witness 28's behaviour makes him a candidate for transfer to Les Chênes Residential School, his school record would suggest this would be an inadvisable course of action. Lists the memorandum as also being for the attention of the resident's Child Care Officer, Richard Davenport.
