Scope and Content

Refers to frequent calls to the Honorary Police relating to the behaviour of one of the families. Refers to possibility of taking two of Witness 28's siblings into the care of the Education Committee, and Dr J W Wishart's opinion that the introduction of the Mental Health Act would allow the Health Department to assume the care of the siblings for at least six months. Describes poor living conditions of Witness 28's parents' house, and suggests likelihood of children coming to harm in the house. Recommends that Patricia Thornton see Her Majesty's Attorney General Peter Crill about both families. Lists St Helier Constable Mr Beal, St Peter Constable Winter Le Marquand, Centenier Heddar, Children's Officer Patricia Thornton, Child Care Officer L Bygrave, Jim Thomson, and Dr J W Wishart as being present.
