Scope and Content

Alerts Inquiry to statements being read into the record, three from individuals who knew house parents who abused Witness 45 as a child, and one from her brother with whom contact has broken down. Alerts Inquiry that the above statements were made following the individuals concerned reading Witness 45 and two other witnesses’ statements regarding abuse at a Family Group Home. Refers to theme across the new statements of discrediting Witness 45 and two other witnesses. Refers to instance where the foster mother attempted to apologise to Witness 45’s sister on the day of the sister’s wedding for abuse by the foster mother when the sister was a child. Refers to continued emotional abuse by foster mother whenever they met, continuing into Witness 45’s adulthood. Describes regular physical abuse whilst resident at the Family Group Home, and consequences of abuse continuing into adulthood. Refers to psychiatric report by Professor [Anthony] Maden, and relief at her experiences being listened to and believed. Expresses hope that the Inquiry’s report will lead to recommendations that will ensure no other child will have to experience the same abuse as Witness 45. Criticises make up of States of Jersey departments, and suggests they need to work together rather than independently to prevent unnecessary incidents. Suggests generation of an advocacy service for children comprised of volunteers unrelated to States of Jersey, leading to a better service for children under the care of the States of Jersey.
