[20 February 1975]: Refers to correspondence from St Luke's School regarding concerns raised by Mr Shepherd about bruising to Witness 319's head and eye. Notes observation made by Mr Shepherd with respect to perceived unhappiness of the children at the Family Group Home. Provides an account of Witness 319's explanation for how he obtained the bruise, citing physical abuse by foster mother in the bathroom. Gives details of further conversations with other individuals including Witness 319's teachers, referring to other incidents of possible physical abuse. Notes Mr Shepherd's opinion of Witness 319's foster mother, criticising restrictions placed on children at the Family Group Home with respect to leisure including policy of children being prohibited from joining clubs or organisations.
