Provides context to Operation Rectangle, referring to enquiries by States of Jersey Police into suspected child abuse at Haut de la Garenne commencing in 2003. Names Witness 195, a former resident at Haut de la Garenne between 1963 and 1969, as the suspect in the investigation, and a frequent male visitor to the home who was allowed by staff to take boys out on day trips as the subject. Details allegations made by Witness 195 of sexual abuse by the male visitor whilst out on day trips. Details corroboration direction as required by Jersey courts. Gives details of further allegations made by Witness 195 of sexual abuse by Thomas Hamon, a former house father at Haut de la Garenne. Details charges brought against Hamon in 2005 to historical indecent assault relating to nine separate complainants , including Witness 195, dating between 1964 and 1989, when he was associated with institutions Haut de la Garenne. Notes that Hamon pleaded guilty in April 2006 but died of a heart attack before sentencing. Refers to the findings of a report prepared by Acting Detective Inspector Peter Hewlett concerning public perception about Haut de la Garenne in respect of rumours of abuse at the home. Comments on how some residents became involved with the Police on a regular basis in later life. Refers to scoping exercise to ascertain the size of a potential enquiry into historic child abuse at Haut de la Garenne undertaken by Hewlett and subsequent report submitted to the States of Jersey Police Management Team in April 2006. Refers to lack of action taken following report, due to report not specifying the type of abuse that had occurred at the children's home, and due to the fact no victims were identified.
