Scope and Content

1. Family Liaison Log recording correspondence, contact, developments and action taken between 23 July 2008 and 5 August 2008 in respect of the States of Jersey Police investigations into allegations of sexual abuse by [Witness 140's foster father] and [Witness 140's foster brother] against Witness 140. Includes entries by Detective Constable [Alexandra] Le Chevalier, Family Liaison Officer, Detective Constable [James] Enwistle, Deputy Family Liaison Office, Detective Sergeant [Andrew] Smith, Ray Alexander [Counsellor, National Society for the Prevention of Cruelty to Children] and G P Kitchen, Disclosure Officer. Includes disclosures made by Witness 140 concerning sexual abuse by his [foster father] and developments of the subsequent Police investigation from charges brought against him, to his trial, conviction and imprisonment. Refers to involvement of the Jersey Care Leavers Association and Lavelle Coleman (Solicitors). Also outlines developments in respect of the Police investigation into allegations of sexual abuse by [Witness 140's foster brother], recording him being charged, his trial and not guilty verdict returned by the jury. Also includes details of follow-up support and action by the States of Jersey Police following the [foster brother's] trial, including offers of psychological counselling and victim support. 2. Officer's Report dated 29 October 2008 from Police Constable James Entwistle, Historical Abuse Team to the Senior Investigating Officer, Operation Rectangle. Refers to an account provided by [Witness 140's foster sister] regarding her childhood and experience with her father. Notes that she did not witness any abuse of Witness 140, nor did he ever tell her of any abuse.
