Scope and Content

Opening address for Phase 2 of the Independent Jersey Care Inquiry. Refers to evidence from witnesses regarding their time in care, as well as evidence from witnesses from different groups, the States of Jersey Police, the Honorary Police, politicians, law officers, former law officers, and the Bailiff. Evidence heard during Phase 2 set to address Terms of Reference 3 to 4, and 8 to 13, relating to statuatory childcare, shifts in attitudes and understanding by police and the general public regarding disclosure of abuse by children, reviews of historic systems in place and responses regarding the disclosure of abuse by children, action taken by the Education and Health and Social Services Departments, Operation Rectangle, and the submission of files by police to prosecuting authorities. Evidence from Anton Cornelissen relating to his experiences as an officer with States of Jersey Police.
