|Scope and Content|
Describes children at Haut de la Garenne as seriously involved with Fleming, commenting on possibility of further involvement of Child Care Officers. Refers to admissions by children to regular visits to see Fleming and sexual offences. Describes other children as fringe observers occasionally involved in mild sexual offences, noting belief that an offence had been committed by Witness 213. Notes that all children received cigarettes and alcohol as payment for visiting and witnessed Fleming streaking.
