Describes a culture of sweeping things under the carpet in Jersey. Describes being approached by Witness 213 and being told about her time at Haut de la Garenne. Refers to Witness 213 disclosing that she had been sexually abused by Richard Davenport, a Child Care Officer, and subsequent action taken by the individual to report the matter.
