Refers to Witness 217 visiting her mother on day leave on 7 April . Records that Witness 217 bought alcohol from an off-licence with money given to her by her mother. Notes that Witness 217 drank the alcohol in a park before being found by a neighbour in a drunken condition in the rain. Notes that the neighbour phoned Mr [David] Castledine, Duty Officer but did not disclose that Witness 217 was drunk. Refers to telephone call received from the Samaritans stating that Witness 217 had phoned them asking for Phil Le Bail to see her, and a subsequent telephone conversation between Witness 217 and Le Bail. Notes that Thomsom accompanied Le Bail to see Witness 217, describing Witness 217's drunken and emotional condition. Notes Witness 217's refusal to return to Haut de la Garenne if she was to be placed in detention, and comment regarding policy with respect to punishment for underage drinking. Notes that police assistance was sought and Witness 217 returned to Haut de la Garenne by Woman Police Constable Screen and Phil Le Bail, and placed in detention and privileges revoked. Provides details of conversation with [Witness 217's mother] regarding Witness 217's placement in detention and claims by Witness 217 that an individual was going to write to the Evening Post.
