Scope and Content

Refers to the children, including Witness 385 as having been in institutional care at Haut de la Garenne since 25 January 1975 due to the absence of suitable accommodation for the family at the time of their admission to care. Refers to written and verbal communication between the Children's Department and the Housing Department concerning the prospect of rehousing the family to allow the children to be reunited with their parents. Mentions correspondence between Mr [Charles] Smith (Children's Officer), Mrs Venn (Allocation's Officer) and Mr [J B] Elliott (Child Care Officer) and Mrs Wilden. Comments on acute shortage of accommodation available to the Housing Department and large number of people awaiting placement in States accommodation. Expresses grave concern as to the future welfare of the children if they were to be kept institutionalised. Refers to Witness 385 and his siblings having spent most of their life in care, commenting on the impact in terms of damage to their development and erosion of relationship with their parents on their future prospects. Refers to historic obstacles delaying the rehousing of the family, noting that a temporary arrangement would be preferable to the children remaining in care for any further length of time. Notes that the children are in the care of the Education Committee solely as a result of accommodation difficulties, thus requests urgent consideration be shown towards the case before further serious damage is caused to the development and future welfare of the family.
