Scope and Content

15. (a). Refers to Children's Holidays. Authorises the expenditure of £127.10.0 for a Youth Hostelling Holiday in North Deveon during July 1970 for senior children resident [at Haut de la Garenne], from a total of £300 authorised for holiday arrangements at [Haut de la Garenne]. 15. (b). Notes that Article 26 of the Children (Jersey) Law 1969 does not adequately cover the case of children considered to be in need of care or protection who are detained at Haut de la Garenne before they have been charged, and are awaiting an appearance in Court. Refers to the risk, noted by the Haut de la Garenne Superintendent, that the Committee could be charged with wrongful detention. Refers to the Committee's consideration that a Centenier retains that right to hold a child in custody pending the issue of a warrant from the Bailiff under Article 10 of the Law. Suggests that parents should be required to sign a form of agreement to the admission of a child to Haut de la Garenne. 16. Recommends the payment from the Children's Benefit Fund of £5.0.0 each to two St Helier Boys' School pupils in order to enable them to take part in a school trip to St Malo. 17. Refers to an individual at Norcott Villa Family Group Home who has completed her probationary period, recommending that the individual's appointment be confirmed. 18. Refers to an individual at Norcott Villa Family Group Home who has resigned her appointment with effect from 31 March 1970. 19. Refers to a recommendation of the Grants for Advanced Education Sub-Committee regarding apprenticeship grants paid to children in care and payments made from the Children's Benefit Fund for clothing, mentioning the apprenticeship of a child in care. 20. Recommends the payment of £2.0.0 from the Children's Benefit Fund to a resident at Norcott Villa Family Group Home to enable her to join a Brownie Pack holiday in April. 21. Recommends the payment of £5.10.0 from the Children's Benefit Fund for the purchase of a Girls' Brigade Uniform for a female resident of Norcott Villa Family Group Home. 22. Refers to the Foster Parents re-union dated 12 May 1970, to which Jurat Luce, Mrs Green, and Deputy Querée, past Chairmen of the Sub-Committee, and all former co-opted members of the Sub-Committee are invited.
