Scope and Content

Discusses the definition of difficult children, and refers to the children presently resident at Haut de la Garenne and La Preference Children's Home. Notes that many of the children resident at Haut de la Garenne have been placed there due to being beyond the control of their parents. Refers to violence and pyschiatric illness in relation to some children. Discusses the division of placements of children between Haut de la Garenne and La Preference. Refers to finances in relation to La Preference, mentioning residential care and day care. Concludes that La Preference would continue to receive children exhibiting difficulties, and would reserve the right to remove the children in order to preserve the home environment. Refers to the possibility the Education Committee might purchase 18 places at La Preference for both residential care and day care, at a cost of around £60,000 a year.
