Lists Children's Officer C A Smith, Senior Child Care Officer A J Skinner, and Child Care Officer Mrs P A Vautier as amongst those present. Refers to absences of Deputy A [Anne] Baal, Deputy E [Enid] Quenault, and Director of Education J [John] S Rodhouse. Discusses staff development, mentioning Miss Jayne of the DHSS [Department of Health and Social Security], training, an invitation to meet Miss Jayne and a representative of the CCETSW [Central Council for Education and Training in Social Work]. Discusses and endorses the need for training and workshops in the nine areas defined by the [Department of Health and Social Security]. Details urgent need for training either in the United Kingdom or locally for both residential and field work staff, noting the issues of releasing personnel to attend the courses and the financial cost involved. Suggests that officers should be provided with opportunities to attend refresher courses and workshops in the United Kingdom, with funds made available for training. Suggests that a tutor from a United Kingdom course might be employed to organise in-service training locally each year. Notes that Haut de la Garenne staff would wish to participate in any training, and suggests that training would be provided for all residential staff. Notes that the majority of residential staff have received no formal training in residential social work with older children, despite being expected to manage children in an older age group. Refers to the NNED [National Nursery Examination Board] qualification as providing training in caring for younger rather than older children. Refers to the provision of a trainee Child Care Assistant within the [Children's] Department, and suggests that a similar post may be created at Haut de la Garenne, with the postholder being seconded to a United Kingdom course for training when the opportunity presented.
