Refers to [Witness 216's key worker at Heathfield Children's Home's] request for early retirement. Encloses a copy of a report by [Anton Skinner] to the Education Committee providing details regarding the background of the key worker's request. Recommends early retirement as an appropriate course of action to be taken with regards to the key worker, and notes grounds for the improved efficiency of the [Children's] Service. Details wish to present a personnel plan to the Education and Establishment Committees, which would result in the appointment of up to three contract employees in key areas of the [Children's] Service. Notes long term plan requiring the training of local personnel to take up the posts mentioned previously.
