Details of care: States to have been in the full-time residential care of the States of Jersey at Haut de la Garenne and Les Chênes between 1986 and 1989. Abuse alleged to have taken place: Details injuries sustained and refers to an attached statement for details of abuse [see below]. Complaints of abuse: States that she made a complaint to Mike [Jim] Hollywood in respect of abuse suffered. Criminal proceedings: Refers to having provided a statement to the States of Jersey Police as part of the historic abuse inquiry. Declaration of truthfulness: Signed on 1 December 2012. Lists Stanley Hamilton of White Lodge, La Motte Street, St Helier, Dr G Hamilton of Como Villa, Upper Clarendon Road, St Helier and unknown hospital consultants as past and present medical practitioners with whom Witness 153 has been registered since birth. 2. Statement by Witness 153 providing details of abuse. States that she was born in the United Kingdom in 1972 before moving to Jersey with her mother aged 4 in 1976. Refers to systemic failing of the States of Jersey, referring to lack of intervention by the police or children's services despite numerous police involvements regarding domestic violence by her stepfather towards her mother. Describes being sexually abused by a family member, commenting on lack of action by police and lack of involvement by social services following disclosures of abuse to police. Recalls placement into Haut de la Garenne following mother's failure to return home before curfew and subsequent placement into foster care whilst her mother was imprisoned for failure to pay a restaurant bill. Notes that she was returned to her mother upon her release and the sexual abuse continued. Includes remarks about Danny Wherry's handling of another disclosure of sexual abuse to him in his capacity as a police officer and failure by him to proceed with policy and procedure in respect of the complaint. Describes being physically and emotionally bullied by a girl at school over a period of 2 years regarding the abuse she had suffered by a family member. Notes request by her mother for Witness 153 to be transferred to a different school following Witness 153's refusal to attend because of bullying, and subsequent attempt to leave Jersey resulting in her being sentenced to Les Chênes after being charged with fraud. States that she was locked into a cell upon arrival at Les Chênes for a period of 6 weeks. Outlines problems with the treatment of children in Jersey, including comments about the lack of care provided to those children who had suffered abuse, treatment of victims of abuse as criminals, disproportionate nature of sentences and ignorance of mitigating factors. Includes comments about her education, referring to her graduation with a first class degree, two postgraduate degrees and ongoing study for her PhD. Includes comments about the educational provision whilst in care and impact of this on her career. Describes witnessing suicide attempts, assaults, belittling and emotional abuse directed at vulnerable children including herself whilst at Les Chênes. Includes comments about mental health of former residents and remarks about the attitude of staff. Describes impact of treatment by staff at Les Chênes on her, referring to anxiety and depression with reference to the response by staff to her absconding from Les Chênes. Also includes comments about government policy towards incarceration of damaged children. Refers to her mother contacting Mike [Jim] Hollywood, a psychologist, in 1985 or 1986 after Witness 153's suicide attempts, including comments about Mr Hollywood's response. Describes subsequent attempts by her mother to obtain help to treat Witness 153 whilst she was at Les Chênes, referring to remarks by staff at Les Chênes. States that one member of staff at Les Chênes was always drunk, noting how he was allowed to drive the school bus and administer woodwork lessons.
