Scope and Content

• Statement recorded by Woman Police Sergeant C M Elliott on 26 March 1989. Refers to former residence at the Group Home at 108 Clos des Sables ran by staff including Les Hughes. States that she moved to the Group Home when she was 9 in 1979 and remained there until she was 17, stating that she had trial weekends there prior to her move. Recalls Les Hughes kissing her on the mouth before bedtime and refers to being warned about Les Hughes by another resident which she inferred was due to Hughes having made a sexual advance. Describes an incident where Les Hughes made inappropriate comments and tried to sexually abuse her when she was aged 12 or 13, noting that she drunk at the time. Describes inappropriate behaviour by Les Hughes toward another female resident at Clos des Sables, noting his reaction to telling him that the girl had just come out of the bathroom, witnessing attempted sexual abuse. Includes recollections of other girls in residence at Clos des Sables, commenting on Les Hughes' behaviour and actions towards one girl in particular. Refers to another resident raising suspicions that Les Hughes was sexually abusing this girl. Refers to Les Hughes frequently making comments with sexual connotations, noting what he was referred to amongst residents. Recalls meeting a former resident after leaving Clos des Sables, noting that she appeared concerned that Les Hughes had been following her and would attempt to visit her at her address. Recalls visiting Les Hughes in October 1988 and seeing two young girls, commenting on behaviour of one of the girls. • Notes dated 18 May 1989 about Witness 252 providing details about her time in care. Provides background information about Witness 252's family, mentioning referral to the Children's Office in 1976 due to deterioration of parental marriage, homecare and childcare standards. Refers to alcoholism, domestic violence and neglect by parents. Refers to the father being sentenced to a year's imprisonment for assault on his wife in 1977, further deterioration of domestic matters and Fit Person Orders issued in respect of the children. Refers to placement of children in the Group Home at Clos des Sables in April 1979. Includes comments about the mother's condition and accommodation, father's departure from Jersey and comments about how the children have settled at Clos des Sables.
