Refers to children at Approved Schools, a child being supervised in lodgings on Approved School After-Care and a child received training. Also includes comments about staff at the Home for Boys and Girls and the Children's Office. Details the resignation and appointment of staff at the Home for Boys and Girls, including the redesignation of Mr [George] Mallinson as Deputy Superintendent and the closure of the Jersey Home for Girls. Also refers to the appointment of Mrs Paine as Thornton's Secretary in February  and her resignation in December  and subsequent appointment of Mrs Vibert, and the appointment of Miss E Aveson as a Child Care Officer. Refers to the approval of an Act of the Education Committee setting out future policy of the Children's Section, noting undertaking of responsibility for boarding-out by the Education Committee and the opening of Family Group Homes. Notes need for family case work, co-ordination and constructive plans for each child in care and expresses gratitude to a number of persons and entities.
