Includes comments about the overall picture of children in the care of the Education Committee, referring to children privately placed in foster homes and children being supervised. Describes considerable movements of children, referring to children admitted due to ill health of mother and an increase in short stay foster homes for babies pending adoption placement. Refers to the admission of children to Haut de la Garenne because of behaviour problems, reference to capacity at Haut de la Garenne and Westaway Crèche and remarks about difficulties finding foster homes for children, referring to the opening of two new Family Group Homes in 1964. Includes remarks about the family at 46 Nicholson Park and the policy at Haut de la Garenne with respect to arrangements regarding employment and accommodation for children, referring to help provided by the Rotary Vocational Guidance Committee.
