Scope and Content

• Matters arising from the previous Children's Officer's Report. Refers to frozen posts having been unfrozen, referring to the appointment of Daniel Wherry and Marta Pugsley to two Child Care Officer posts and plans to make appointments to three preventative care posts. Provides details about the experience and qualifications of Mr Wherry and Mrs Pugsley. Also refers to agreement that a proposition seeking permission to establish a hostel for homeless teenagers can go before the States for debate and provides details about a major fostering campaign mounted to recruit long and short-term foster parents, referring to advertisment in the Jersey Evening Post, posters and appearance by the Fostering Officer on Radio Jersey. Provides details of the response to the campaign and subsequent vetting process undertaken by Mr Castledine, and comparisons to similar campaigns in a mainland area. • Children's Officer's Report for the period September to December 1988. Includes remarks about the movement of children in and out of care, providing details about numbers of referrals, admissions and discharges, children received into temporary care, foster home placements for short-term care, unmarried mothers and potential cases of long-term care.
