Scope and Content

Includes comments about the recruitment of foster parents capable of dealing with disturbed, delinquent and handicapped by mainland authorities as an alternative to residential care and more successful form of care. Comments on the suitability of a scheme set up by Kent Social Services Department as a template to be adopted for use in Jersey, referring to cost of foster placements in comparison to residential establishment costs in Jersey. Includes remarks about planning for recruitment and training of foster parents, the employment of a social worker to co-ordinate the project and examples of payment to professional foster parents in other authorities including Berkshire, Kent, Lambeth and Wirral. Also includes comments about the use of the word fostering and outlines action to be taken with regards to publicising the initiative in the press and television. Includes Appendix A providing a summary about professional fostering.
