Refers to conclusion of internal inquiry regarding the conduct of Jane Maguire, and support of a formal disciplinary hearing regarding the conduct of Jane Maguire be held concerning her tenure as House Mother of Blanche Pierre Family Group Home. Summarises belief Jane Maguire committed and condoned acts of emotional and physical abuse towards children in her care. Provides details of allegations of emotional and physical abuse made by former residents and staff relating to the conduct of Jane and Alan Maguire, also mentioning supporting evidence in house diaries. Concludes children at Blanche Pierre lived in a state of anticipatory anxiety, and refers to traumatic events having also affected children prior and during their admission to care. Refers to Jane Maguire's departure from Blanche Pierre in 1990. Notes denial by Jane Maguire during an interview with Dylan Southern concerning her use of a punishment where children's mouths were washed out with soap. States that Jane Maguire's inability to respond honestly to allegations put to her leads to her necessary removal from employment working with vulnerable people. Refers to witness statements to be offered by Jane Maguire from former residents of Blanche Pierre, noting that the statements are supportive of the Blanche Pierre regime only before 1986, and that a former member of staff's statement to States of Jersey Police in support of Jane Maguire appears to ignore records made in the Blanche Pierre diary indicating that cruelty existed within the Family Group Home. States that witnesses available to support Dylan Southern's conclusion will stand by their original allegations, and that Police statements from former residents and [Residential] Child Care Officers will be made available to the hearing panel. Intends to call Director of Community and Social Services Anton Skinner, Child Care Officer Sarah Brace, and States of Jersey Police Inspector Barry Faudemer as witnesses. Concludes recommendation to the disciplinary panel that Jane Maguire be dismissed from the employ of the Health and Social Services Committee.
