• Newscutting of an article dated 11 January 1979 entitled Education concerned over degree of illegal fostering. Refers to concerns of the Education Department regarding illegal operation by privately paid foster parents and child minders in Jersey. Includes comments by Charles Smith, Children's Officer stating that anyone paid to look after children during the day or who foster a child for a week must advise the Education Department and register. Refers to case of a woman who was looking after 13 children in a basement room without the department's knowledge, including remarks about the cramped conditions of the accommodation. Includes comments by Mr Smith about the role of the Children's Department in cases of people paid to look after children, referring to legal requirement for the Department to monitor private foster parents and child minders, its ability to stipulate how many children a child minder may look after and examples of exemptions. • Newscutting of a Notice dated 12 January  by the Education Committee regarding the particulars of Article 58 of the Children (Jersey) Law 1969 relating to the registration of foster parents. • Newscutting of a Notice dated 12 January  by the Education Committee regarding the particulars of Article 68 of the Children (Jersey) Law 1969 relating to the registration of nurseries and child minders.
