Refers to a shortage of foster parents in Jersey and an appeal by Patricia Thornton, Children's Officer for people to come forward to take care of children for short or long periods. Outlines reasons a child may need foster parents, and provides details about boarding-out allowances and an explanation of the fostering process and requirements of the role of a foster parent. Includes comments about the work of the Children's Department, referring to its establishment by Miss Thornton in 1959 and staffing, mentioning Charles Smith, six full-time Child Care Officers and an assistant. Refers to emphasis on preventative work in the first instance and the placement of children into Haut de la Garenne or the Jersey Associaiton for Youth and Friendship hostels unless foster parents can be found.
