Introduction: refers to to a legal case dated 1998 involving the alleged abuse of children by Social Services employee Jane Maguire and her husband Alan Maguire whilst both were houseparents at Blanche Pierre [Family] Group Home btween 1986 to 1990. Refers to the matter having been heard at the Magistrates Court and Royal Court, and the Attorney General's decision not to proceed due to lack of public interest. Notes request by [Health and Social Services] Chief Executive [Graham Jennings] to conduct a full internal investigation, mentioning appointment of Mental Health Services Manager [Dylan] Southern to the investigation, and [Dylan] Southern's conclusion that Jane Maguire was guilty of gross professional misconduct. Disciplinary Hearing: refers to Disciplinary Hearing Panel chaired by the Chief Executive [Graham Jennings], and involving Dr Debbie King and Roger Bass. Notes case put forward on behalf of Health and Social Services by [Dylan] Southern and [Marnie] Baudains, with responses made by Advocate Peter Harris and Jane Maguire. Comments on Jane Maguire's assertion that complaints regarding her conduct had been dealt with by the Children's Officer in 1990 Anton Skinner, and the Panel's belief that Jane Maguire was uneconomical with the truth despite house diary evidence to the contrary. Notes Jane Maguire's decision to exercise her right to silence until questioning by [Dylan] Southern and the Disciplinary Panel. Recommendation: States that the Health and Social Services Committee cannot have confidence in the professionalism and integrity of Jane Maguire, and that therefore the Panel recommends Jane Maguire's dismissal from her employment with Health and Social Services.
