Scope and Content

• Case Note dated [26] June 1980 concerning liaison with Mr Thomson, Superintendent, Haut de la Garenne regarding Witness 167. Notes opinion of Mr Thomson regarding Witness 167 being keen to make a move towards her re-integration into her foster home on the expectation that she receives many more privileges and freedoms if a return prove successful. Includes the Child Care Officer's assessment of the situation and comments about request by Witness 167 for her to spend time at the foster home over the coming weekend including an overnight stay. • Case Note dated [27] June1980 concerning a visit to Haut de la Garenne to see Witness 167 as an absolute necessity prior to any home visit by Witness 167. Refers to a conversation with a female member of staff about Witness 167's behaviour, noting this account was contrary to information suppled by Mr Thomson. Describes response to hearing that Witness 167's behaviour was consistently poor, including remarks about her attitude towards staff and behaviour around older boys. Refers to instances of Witness 167 absconding from Haut de la Garenne and subsequent inconsistency in punishment due to shift rotation of staff. Expresses annoyance at not having been notified of misbehaviour by residents at Haut de la Garenne, outlining importance of total liaison and co-operation between the Children's Office and Haut de la Garenne. Refers to communication breakdown, Witness 167's behaviour at Haut de la Garenne and reservations about the co-operativeness of the foster parents as indication of need for the convention of a Case Discussion. • Case Note dated July1980.
