Notes that a case review that had been planned on Witness 167 at Haut de la Garenne did not take place owing to the non-availability at the proposed time of the residential staff, noting that the review was cancelled the day before the proposed date of the case conference. Refers to [Witness 167's foster parents] having continued to maintain contact with Witness 167 since her admission to Haut de la Garenne and remarks about [the foster parents] having not done the same for [Witness 167's sibling] who was admitted to Haut de la Garenne with emotional problems and problems of adjustment following foster home breakdown. Describes desire of [foster parents] for Witness 167 to return to their care as [their child] had left home, noting that Witness 167 also stated her desire to return to the foster home. Includes personal opinion of the Child Care Officer expressing their opposition to a transfer back to what they consider in retrospect to be a totally unsuitable fostering environment. States that if Witness 167 and [her foster parents] were to be reconciled, they would intend asking the [Education] Committee to discharge her from care and cease any boarding out allowance and supervision by the [Children's] Department. Includes remarks about Witness 167's attitude to her studies, commenting on scope of Haut de la Garenne in this regard. States that the foster parents never discharged their duties and commitments as foster parents as required to do so under the Children (Jersey) Law 1969, citing example of the manner by which they were told that [Witness 167's sibling] had been admitted to the Southampton General Hospital for a serious operation.
