Scope and Content

Includes an introduction to the report, referring to the receipt of correspondence from the Health and Safety Inspectorate regarding information that the States of Jersey Employment Board was failing to discharge its duties by failing to take sufficient action to support employees suffering harassment and associated stress. Refers to resolution to appoint an independent person to carry out an Inquiry, outlining terms of reference. Refers to Senator Syvret having identified himself as the subject of the investigation. Also refers to acceptance of the appointment and the original terms of reference, outlining assistance provided to him in order to carry out the inquiry. Includes an overview of Mr Chapman's qualification and experience.
