Scope and Content

Sets out details about the complaint process, referring to provision for the investigation of complaints about the procedures, rights and powers relating to misconduct by members of the States of Jersey Police, role and responsibvility of the Jersey Police Complaints Authority, and an overview of the process in respect of the individual's complaints. Also provides background information about Operation Rectangle from which the individual's complaints arise, including purpose of the investigation, and changes in the role of the Senior Investigating Officer. Includes comments about each of the 16 specific complaints made by the individual, relating to: the way the investigation was conducted; the media's knowledge of his arrest; the alleged tapping of his telephone; how alleged victims were approached; the manner of his arrest; comments by the arresting officers; prejudicial activity against him; his detention overnight upon initial arrest; being told he could be detained indefinitely; the retention of his passport; the search of his computer; disclosure of recommendations made by Police to the Attorney General; the letter of disclosure sent to his employers; the length of the investigation; the contents of any future police check about him; and future visa applications.
