Scope and Content

Sent to all Duty Officers, all Criminal Investigation Department Detective Inspectors, all Force Control Room Officers, all Patrol Sergeants and all Public Protection Unit Supervisors. Alison Fossey and John Sculthorp copied in. Refers to a meeting with managers from various agencies including Phil Denett [Dennett] (Director, Services for Children), Sean Pontin and Joe Kennedy (Head of Residential and Support Services) and Laura Stark (Social Worker). Includes remarks about the child's behaviour and management since her move from Heathfield to Brig-y-Don, noting repeated abscondence, disruptive behaviour towards other children and her problematic attitude to staff, noting possibility of false allegations against staff members. Notes agreement that the child is removed from Brig-y-Don and placed in Greenfields with immediate effect for a temporary 72 hour period in secure accommodation, with a view of an application to the Royal Court for a three-month secure accommodation order. Refers to significant demand the child places on police resources.
