Provides background information including an overview of his career as an advocate from 1977 to 1988, relief Magistrate between 1987 and 1990, Judicial Greffier from 1990 until 1997 and Senior Stipendiary Magistrate from 1999. Sets out details of his role and remit as Magistrate, including his role as Chairman of the Youth Court. Describes routes for dealing with young offenders and provides context in relation to youth offending in 2001.
