Provides background information including an overview of his qualifications and career in the United Kingdom prior to moving to Jersey in the early 2000s. Sets out details of his role as Chief Officer of the Policy and Resources Committee and later Chief Executive of the Council of Ministers and Head of the Paid Service for the States of Jersey between 2003 and 2011, commenting on some of the associated issues around structures of government in Jersey. Sets out details of day-to-day functions of his role and describes issues experienced around the structuring of his role. Comments on issues raised by Stuart Syvret and commissioning of the Williamson Report and responds to allegations that he was involved in a pincer movement to oust Stuart Syvret.
