Scope and Content

• Letter dated 12 May 1999 from R H Le Breton, Chief Officer, States of Jersey Police to M C St J Birt, Attorney General. Copies sent to Ian Christmas (Legal Advisor), P de Gruchy (Deputy Viscount), R Jones (Deputy Chief Officer), T Garrett (Superintendent) and M Szpera (Director of Finance). [Please note that there are multiple copies of this letter throughout this document]. Refers to a report by Detective Inspector Faudemer concerning an individual on remand from the Magistrate's Court for a variety of charges including allegations that he may, over a period of time, have terminated the lives of some patients at the General Hospital. Supports recommendations that a phased approach be undertaken should enquiries continue, requesting a meeting be held to determine the way forward on 20 May [1999]. • Report dated 8 May 1999 submitted by Detective Inspector B Faudemer concerning an investigation into evidence relating to the activities of the suspect. [Please note that there are multiple copies of this report throughout this document]. Provides background information about the matter, including details of allegations against the suspect made by a female, the suspect's arrest on 17 April 1999, property removed from the suspect's home following a search of his home address, details of interviews with the suspect about medication found at his home address and his ex-girlfriend's address and concerns expressed by Dr Michael Holmes about the suspect's possession of drugs. Includes details about allegations made against the suspect by Nurse A in respect of four incidents, allegations of rape made against the suspect by another female, evidence relating to Nurse C, evidence of Senior Nursing Officer Lesley Higgins, evidence of deaths at the General Hospital, evidence relating to the services of the supect with the States of Jersey Police, details of medical assessments from Dr Ian Berry and Dr Vincent, assessment of the suspect by forensic psychologist Richard Walter, and details of the suspect's bail application. Concludes with recommendation that the States of Jersey Police should undertake a phased approach, providing details of action to be undertaken in Phases 1 and 2. Outlines the cost and manpower implications of undertaking such a major enquiry. • Letter dated 21 April 1999 from D Gillyett, Divisional Manager - Medicine, Personnel Department, General and Acute Services, General Hospital to [the suspect]. Informs [the suspect] that he is suspended from duty pending an internal enquiry into an alleged incident regarding the unauthorised removal of drugs belonging to the Health and Social Services Committee from the General Hospital. • Email dated 19 August 2011 from Stuart Syvret to Mr [Mike] Bowron and Dave Burmingham titled Victim of Attempted Murder. Refers to the case of [the suspect], referring to a raid, arrest and search conducted against him by the States of Jersey Police under the direction of William Bailhache after making a public interest disclosure of [the suspect]. Refers to reports critiquing the 1999 investigation and the 2009 review by the Metropolitan Police. Describes being approached by a person admitted to the hospital in March 1999 and complaints made by them of attempted murder against [the suspect] and of conspiracy to pervert the course of justice. Outlines request that the States of Jersey Police reopen the investigation against [the suspect]. Email forwarded by Stuart Syvret to Philip Sinel on 24 August 2011. • Interim Medical Report re Attorney General v Stuart Syvret (Data Protection Case) by Dr G W Blackwood dated 7 October 2009. Medical report prepared for Jersey Magistrate's Court with regard to Clinical matters related to a Data Protection case against Stuart Syvret. Includes comments on the clinical aspects of the assessment and management of risk to others of [the suspect] along with recommendations of further relevant actions. • Update 1 to Interim Medical Report re Attorney General v Stuart Syvret (Data Protection Case) by Dr G W Blackwood dated 12 October 2009. Relates to the Police review of Operation Regent and further information on mental health assessments. • Update 2 to Interim Medical Report re Attorney General v Stuart Syvret (Data Protection Case) by Dr G W Blackwood dated 12 October 2009. Relates to the Police witness statement of the ex-Police Senior Investigator and the major crime policy file of Operation Regent. • Update 3 to Interim Medical Report re Attorney General v Stuart Syvret (Data Protection Case) by Dr G W Blackwood dated 12 October 2009. Relates to the Police witness statement of the ex-Police Senior Investigator and refers to the statistical analysis of the data. • Post on Stuart Syvret's blog dated 29 November 2010 titled In The Jersey Hospital: A Death-Delivering Maniac? Jersey's Then Attorney General Michael Birt Pulls the Plug on the Police Investigation. Relates a Police report dated 1999 relating to the investigation against [the suspect]. Refers to attempts by politicians and others to lobby to have [the suspect] re-employed after [the suspect] was dismissed for minor offences involving the stealing of drugs from the Hospital and details conversation with Graham Jennings about the lobbying for [the suspect] and allegations made against [the suspect]. Includes contents of the letter dated 12 May 1999 and the report dated 8 May 1999 [see above]. • Update 4 to Interim Medical Report re Attorney General v Stuart Syvret (Data Protection Case) by Dr G W Blackwood dated 19 October 2009.
