Outlines concerns regarding the disciplinary procedure in respect of Mrs Maguire. Concerns relate to the lack of any disciplinary panel hear complaints in the disciplinary procedure, the non-disclosure of a policy on corporal punishment, the actions of Mr [Dylan] Southern and Mr [Anton] Skinner, and in particular the contents of a statement dated 15 January 1999 made by Mr Skinner which resulted in Mrs Maguire's retirement from the position of housemother and employment elsewhere within the [Children's] Service, and defects in the police investigation.
